No. HV Power Flow is an alternative workspace for developing interconnection models and producing PSS/E-compatible exchange files. It is not a substitute for the utility's official base case, approved dynamic-model libraries or final licensed validation.

Can a utility open the exports?

The export workflow targets PSS/E RAW revisions 34 and 35 and produces companion dynamic and sequence records. Each project still requires read-back testing in the target PSS/E version and confirmation against current utility requirements.
